JAIPUR – The Rajasthan Public Health Engineering Department (PHED) has announced a significant overhaul of security protocols at its headquarters, Jal Bhawan, in Jaipur. The new measures, effective immediately, are designed to streamline administrative functioning and enhance the safety of the premises by regulating the flow of visitors.
Key Security Restrictions
The department has introduced several stringent rules for the general public and contractors visiting the headquarters:
- Regulated Entry Hours: Public entry into Jal Bhawan will now be restricted to specific time slots. Visitors are generally allowed to meet officials only during designated visiting hours, typically between 3:00 PM and 5:00 PM on working days, unless they have a prior appointment.
- Mandatory Pass System: Every visitor is now required to obtain a security pass at the entry gate. This pass must be authorized by the office of the official the person intends to meet.
- Identification Requirement: Presentation of a valid government-issued ID (such as Aadhar or Voter ID) is mandatory for entry.
- Restricted Access to Sensitive Zones: Certain floors and sections housing the offices of senior engineers and the Minister have been declared high-security zones, with access restricted only to authorized personnel.
Focus on Transparency and Order
The move comes in the wake of recent government pushes for structural reforms under the Jal Jeevan Mission 2.0. By limiting the frequent and unregulated presence of middlemen and unauthorized contractors within the corridors of Jal Bhawan, the department aims to enforce a “zero-tolerance policy” toward administrative irregularities and corruption.
Officials stated that these measures would prevent the disruption of work and ensure that the staff can focus on the timely execution of water projects across the state. “The goal is to maintain a professional environment and ensure that only genuine grievances and official business are addressed during office hours,” a senior PHED official noted.
Impact on Contractors and General Public
While the rules aim to improve order, some visitors have expressed concerns regarding the delays in meeting officials for urgent matters.
However, the department has encouraged citizens to use digital platforms and official helplines for routine queries and complaints to reduce the need for physical visits.
