JABALPUR – The Central Bureau of Investigation (CBI), Anti-Corruption Bureau (ACB) Jabalpur, has registered a First Information Report (FIR) against a high-ranking official of the Central Goods and Services Tax (CGST) department for allegedly possessing assets far exceeding his known sources of income.
The Accused and Legal Charges
The FIR, registered on January 28, 2026, names Somen Goswami, who served as the Superintendent of CGST & Excise in the Preventive Branch at the Jabalpur Headquarter.
The case has been filed under the following legal provisions:
- Section 13(2) read with 13(1)(b) of the Prevention of Corruption Act, 1988 (as amended in 2018): Relating to criminal misconduct by a public servant through the possession of disproportionate assets.
Origin of the Investigation
The investigation into Goswami’s finances originated from a separate trap case (RC0092023A0005) involving another official, Kapil Kamble, on June 13, 2023. During that operation, the CBI conducted a search at Goswami’s residence, where they seized various documents. Subsequent scrutiny of these records revealed that Goswami had acquired significant assets in his name and the names of his family members between April 1, 2015, and June 13, 2023.
According to the CBI, Goswami was found in possession of disproportionate assets to the extent of 155.93% over his known sources of income, for which he could not provide a satisfactory account.
Details of the Wealth
The seized documents detailed a wide array of investments and properties:
- Real Estate: Land parcels in Mauja Saliwada and Mauja Barah, Khamariya, and a house in Sameeksha Town, Jabalpur.
- Financial Investments: Numerous Fixed Deposits (FDs), Term Deposits, and Mutual Funds held with Punjab National Bank, State Bank of India, Allahabad Bank, and Oriental Bank of Commerce.
- Family Holdings: Significant investments were registered in the names of his wife (Pompa Goswami), son (Shubhodeep Goswami), and other family members.
- Luxury Goods & Expenses: Records indicated high expenditure on jewelry from Kothari Jewellers, electronics, and school fees at Christ Church Girl’s School.
Official Action
The complaint was formally submitted by Akash Pandey, Inspector of Police, CBI, ACB Jabalpur. Following the registration of the FIR by Superintendent of Police Satish Kumar Rathi, the investigation has been entrusted to Inspector Bhoomika V. Tiwari.
