According to the FIR, a written complaint dated February 26, 2026 was received from Advocate Prabhat Kumar Aggarwal, resident of Gandhi Nagar, Roorkee, District Haridwar (Uttarakhand). The complainant, who handles tax-related work for his client M/s B.S. Industries (a plywood manufacturing unit at G.T. Road, Gurukul Narsan, Haridwar), alleged that Sanjay Kumar demanded ₹5,000 for preparing and filing the Annual Survey of Industries (ASI) return.

When the payment was not made, the accused allegedly called again on February 25, 2026, repeating the demand. The complainant stated that he had filed such returns earlier without any bribe being demanded.
The complaint was discreetly verified in the presence of an independent witness, which confirmed the demand for illegal gratification. The allegations prima facie disclose commission of an offence punishable under Section 7 of the Prevention of Corruption Act, 1988 (as amended in 2018).
A regular case has been registered and the investigation has been entrusted to Shri Manoj Kumar Negi, Inspector, CBI, ACB, Dehradun. The FIR was registered by Dy. Inspector General of Police Manish V. Surti, Head of Branch, CBI/ACB, Dehradun.
