CBI Books Former Central Railway Top Official for ₹6.58 Crore Disproportionate Assets; Wife Charged for Abetment

MUMBAI: The Central Bureau of Investigation (CBI), Anti-Corruption Bureau (ACB), Mumbai, has registered a fresh Regular Case (RC) against a retired high-ranking railway official and his wife for allegedly amassing wealth significantly beyond their known sources of income.

The Accused

The primary accused, Shri Ashok Kumar Gupta, served as the Principal Chief Mechanical Engineer (PCME) for Central Railway before his retirement on May 31, 2023. His wife, Smt. Neeta Gupta, has also been named in the FIR for allegedly abetting the offence by amassing assets in her name that far exceed her own income.

The Investigation and “Check Period”

The CBI’s findings follow a discreet verification conducted into the couple’s financial activities between January 1, 2015, and December 31, 2022 (referred to as the “Check Period”).

The investigation was triggered after incriminating documents were recovered during searches in a previous case (RC 0262022A0015) involving the same official.


Financial Breakdown: 170% Beyond Known Income

The CBI’s calculation reveals a staggering gap between the couple’s legal earnings and their accumulated wealth. During the seven-year check period, the duo allegedly amassed disproportionate assets (DA) totaling ₹6,58,80,900, which is 170% over their known income.
Key Findings & Specific Assets

The FIR details several high-value assets and financial irregularities:

  • Properties: The couple jointly owns a luxury property at Imperial Court, Jaypee Wish Town, Noida (Sector-128) and another in GTM Housing Society, Dehradun.
  • Bank Holdings: Significant funds were found in Kotak Mahindra Bank, Ghaziabad, including three Fixed Deposits (FDs) totaling ₹1.1 crore and a savings balance of over ₹64.98 lakh in the name of Smt. Neeta Gupta.
  • Spousal Role: While Mrs. Gupta was previously a teacher, she has not been employed since 2005. Her income is primarily limited to rent, yet her assets were found to be vastly disproportionate to this income.

Career Profile of Ashok Kumar Gupta

Gupta joined the Indian Railway Service of Mechanical Engineers (IRSME) in 1987. Throughout his career, he held several key positions, including a deputation to Mozambique, Africa, with RITES and senior roles at the Rail Coach Factory in Kapurthala and Western Railway. He assumed the role of PCME at Central Railway in February 2020, serving until his retirement.

Legal Action

The CBI has registered the case under:

  • Section 13(2) r/w 13(1)(e) of the Prevention of Corruption Act, 1988 (Criminal misconduct and illicit enrichment).
  • Section 109 of the IPC (Abetment) against Smt. Neeta Gupta.

The investigation has been entrusted to Shri Devendra Gautam, Inspector of Police, CBI, ACB, Mumbai. The FIR was authorized by B. B. Chakravarty, Superintendent of Police, CBI, ACB, Mumbai, on January 1, 2026.
