CBI Uncovers Railway Recruitment Scam in Rajasthan; Impersonator and Beneficiary Booked

JAIPUR – The Central Bureau of Investigation (CBI), Anti-Corruption Branch (ACB), Jaipur, has registered a Regular Case (RC) involving a sophisticated recruitment scam within the Indian Railways. The case highlights a multi-year conspiracy where a “dummy candidate” allegedly impersonated a job seeker to fraudulently secure a government position.


The Modus Operandi: Examination Impersonation

The FIR, registered on January 10, 2026, names two primary accused from Rajasthan: Lokesh Kumar Meena (the beneficiary) and Manish Kumar Meena (the impersonator).

According to the investigation, the conspiracy unfolded between 2019 and 2023 during the recruitment process conducted under Notification No. CEN RRC-01/2019. It is alleged that Manish Kumar Meena unlawfully appeared in various recruitment stages by impersonating Lokesh Kumar Meena. This fraudulent activity successfully resulted in Lokesh Kumar Meena securing a job within the Indian Railways.

  • Complainant: Shri Ashish Rastogi, Dy. Superintendent of Police, CBI, ACB, Jaipur.
  • Locations Involved: Karauli, Dausa, and other connected areas in Rajasthan.
  • Triggering Event: The case was registered following an official reference from the Northern Central Railway (NCR), Prayagraj, and subsequent verification by the CBI.

Involvement of Insiders Suspected

Beyond the two named individuals, the CBI has also booked “Unknown Public Servant(s) and Private Person(s)”. The inclusion of Section 7 of the Prevention of Corruption Act suggests that the agency is investigating whether railway officials or recruitment board members facilitated the fraud.


Legal Charges and Investigation

The accused have been booked under several stringent sections of the Indian Penal Code (IPC) and the Prevention of Corruption Act, 1988 (as amended in 2018)

The investigation has been officially entrusted to Shri Vikky Anand, Inspector of Police, CBI, ACB, Jaipur
The agency is expected to scrutinize biometric data, examination logs, and recruitment records to identify further beneficiaries of this alleged syndicate.
