NEW DELHI: The Central Bureau of Investigation (CBI), Anti-Corruption Bureau (ACB), New Delhi, has registered a Regular Case (RC) following allegations of bribery involving an official from the Municipal Corporation of Delhi (MCD). The case highlights a scheme where an “unknown person” allegedly acted as a conduit to demand illegal gratification on behalf of a public servant.
The Complaint
The investigation was initiated based on a written complaint dated January 2, 2026, filed by Mohammad Nasim, a resident of West Delhi. Nasim has operated “Sunshine Saloon & Spa” in the Raja Garden area for the past four years.
According to the complaint:
- On December 27, 2025, Pankaj Sharma, an MCD Inspector, visited Nasim’s shop.
- Sharma claimed that Nasim’s license was valid only for a saloon and not for a spa, subsequently issuing a challan for an “illegal spa”.
- On December 29, 2025, Nasim met Sharma at the MCD office in Raja Garden.
- Nasim alleged that Sharma demanded a ₹50,000 bribe and threatened to seal the shop if the amount was not paid.
CBI Verification and Findings
Upon receiving the complaint, the CBI marked it for verification to Inspector Aakash Kumar Srivastav. The verification was conducted on January 2, 2026, in the presence of an independent witness, Sh. Harminder Singh.
The CBI’s verification report revealed:
- An unknown individual, acting on behalf of Inspector Pankaj Sharma, demanded an illegal advantage of ₹40,000 from the complainant.
- The demand was made specifically to prevent the sealing of Nasim’s business premises.
- The findings established prima-facie evidence of an offense under the Prevention of Corruption Act.
Legal Action
The CBI officially registered the FIR on January 3, 2026, under Section 7A of the Prevention of Corruption Act, 1988 (as amended in 2018), which pertains to taking undue advantage to influence a public servant.
While the FIR is currently registered against an “unknown person,” the CBI has stated that the role of MCD Inspector Pankaj Sharma will be thoroughly scrutinized during the ongoing investigation.
