NEW DELHI – Following a directive from the Hon’ble High Court of Jharkhand, the Central Bureau of Investigation (CBI) has formally registered a case against two officials of the Enforcement Directorate (ED) for alleged custodial torture, attempt to murder, and criminal intimidation.
Case Background
The FIR, originally registered at the Airport Police Station in Ranchi (Case No. 05/2026), has been re-registered by the CBI’s Special Crime Unit in New Delhi as RC-03(S)/2026/SC-III/ND. The investigation concerns an incident that allegedly occurred on January 12, 2026, at the ED Office located at Ranchi Airport.
The Allegations
The complainant, Sh. Santosh Kumar, a 47-year-old resident of Ranchi, alleged that he was summoned to the ED office for questioning. According to his statement:
- Physical Assault: He was allegedly beaten with sticks by two ED officials to coerce a confession.
- Severe Injuries: The assault resulted in a head injury that required six stitches at Sadar Hospital.
- Destruction of Evidence: Kumar claims the officials forced him to change his blood-stained T-shirt to a new one to hide the evidence of the struggle.
- Intimidation: He further alleged that the officials threatened to imprison his wife and children if he reported the incident to the police, his lawyer, or the media.
- Wrongful Confinement: The complainant stated he was detained until 10:45 PM to prevent him from reporting the matter promptly.
Accused Individuals
The CBI has named the following officials in the FIR:
- Sri Pratik: Assistant Director-II, ED Office, Ranchi.
- Sri Shubham: Assistant, ED Office, Ranchi.
Legal Charges
The case has been registered under several sections of the Bharatiya Nyaya Sanhita (BNS), 2023, including:
- Section 115(2) & 117(2): Voluntarily causing hurt and grievous hurt.
- Section 109(2): Attempt to murder.
- Section 127(2): Wrongful confinement.
- Section 351(2) & 352: Criminal intimidation and intentional insult.
- Section 238: Causing disappearance of evidence or providing false information.
- Section 3(5): Common intention.
The investigation has been assigned to Mohit Kumar, Deputy Superintendent of Police (Dy.SP), CBI, Special Crime-III, New Delhi.
