RAIPUR, CHHATTISGARH — The Central Bureau of Investigation (CBI), Anti-Corruption Branch (ACB), has registered a regular case against a senior railway official for allegedly misappropriating over ₹20.73 lakh in station earnings at the Jagdalpur Railway Station.
The FIR (No. RC1242026A0001) was filed on January 18, 2026, following “Source Information” regarding financial irregularities within the East Coast Railway.
The Accused and the Allegations
The case names Shri K.S.K. Patnaik, the Chief Booking Supervisor at Jagdalpur Railway Station in the Bastar district. According to the CBI, Patnaik dishonestly and fraudulently misappropriated public funds entrusted to him during his tenure between January 2023 and January 2025.
The total misappropriated amount is estimated at ₹20,73,037/- (Twenty Lacs Seventy Three Thousand Thirty Seven).
The Modus Operandi
Investigators found that the shortfall in station earnings was systematically covered up through fraudulent accounting. The primary methods used were:
- Short Remittances: Station earnings were not fully deposited as required.
- Irregular Manual Refunds: To balance the books, the accused allegedly recorded manual refunds in the station records.
- Missing Documentation: In most instances, these manual refunds were processed without submitting mandatory refund statements or supporting vouchers.
Audit and Investigation Details
A verification of accounts and a report from the Senior Travelling Inspector of Accounts (Railways) highlighted the monthly discrepancies. The misappropriation grew significantly in mid-2024, with nearly ₹3.94 lakh flagged in June 2024 alone.
