RANCHI: The Central Bureau of Investigation (CBI), Anti-Corruption Bureau (ACB), Ranchi, has registered a Regular Case (RC) against two former directors and other high-ranking officials of the Central Institute of Psychiatry (CIP), Kanke, following allegations of massive irregularities in recruitment processes spanning over eight years.
The Accused
The FIR names several prominent figures associated with the prestigious institute, which operates under the Ministry of Health & Family Welfare:
- Dr. Daya Ram: The then Director-Professor, Department of CIP, Ranchi.
- Dr. Basudeb Das: The then Director of CIP, Ranchi.
- Mr. Nirmalya Chakraborty: Senior Nursing Officer at CIP, Ranchi.
- Mr. Nadeem Ahmad: Head Clerk at CIP, Ranchi.
- Unknown public servants and private individuals are also under investigation.
Recruitment Irregularities & Allegations
The case originated from a written complaint filed on July 10, 2024, by Dr. Tarun Kumar, the then Director of CIP. The complaint alleged “serious irregularities” in the recruitment of various positions at the institute between April 1, 2015, and October 31, 2023.
According to the CBI FIR, the accused are suspected of:
- Abuse of Official Position: Misusing their authority to manipulate recruitment outcomes.
- Forgery and Cheating: Forging documents and misrepresenting facts to facilitate illegal appointments.
- Criminal Conspiracy: Working in tandem with private individuals to bypass official protocols.
Legal Framework & Jurisdiction
The FIR (No. RC0242026A0002) was officially registered on January 2, 2026, under several sections of the law:
- Indian Penal Code (IPC): Sections 120-B (Criminal Conspiracy), 420 (Cheating), 468 (Forgery for purpose of cheating), and 471 (Using as genuine a forged document).
- Prevention of Corruption (PC) Act, 1988 (as amended in 2018): Section 7 (Public servant taking gratification other than legal remuneration).
The investigation was cleared after the Government of Jharkhand granted formal consent on November 12, 2025, followed by a Department of Personnel and Training (DoPT) notification on December 3, 2025, extending the CBI’s powers within the state specifically for this case.
Investigation in Progress
The investigation has been entrusted to Inspector Surabhi Mitra of the CBI ACB Ranchi. All necessary permissions regarding public servants under Section 17A of the PC Act have been secured as part of the FIR documentation.
The CBI’s move signals a rigorous crackdown on administrative corruption within central health institutions in the region.
