NEW DELHI – The Anti-Corruption Branch of the Central Bureau of Investigation (CBI) has registered a formal case against a senior official of the Municipal Corporation of Delhi (MCD) for allegedly demanding an illegal gratification to clear official bills.
The First Information Report (FIR), registered as RC0032026A0015 on March 18, 2026, names Hukum Singh Meena, an Assistant Engineer (AE) based at the Shahadara South Zone office in Ghazipur, Delhi, as the primary accused.
Background of the Case
The investigation stems from a written complaint filed by Daya Ram Tyagi, a private contractor. Tyagi stated that he had completed civil works at Swati Park in Vinod Nagar, Mandawali, which falls under the jurisdiction of MCD’s M-IV Division.
According to the complaint:
- The contractor approached the MCD office to have his bill verified following the completion of Work Order No. 10.
- AE Hukum Singh Meena allegedly demanded a bribe of ₹20,000 to process the verification and clear the bill.
- Unwilling to comply with the corrupt demand, Tyagi sought legal action through the CBI.
CBI Verification and Legal Charges
Following the complaint, the CBI conducted a discreet verification exercise on March 17, 2026. The operation was witnessed by an independent government official—a Junior Engineer from the Delhi Development Authority (DDA).
The verification report confirmed that the Assistant Engineer negotiated the bribe amount down to ₹18,000 and promised to clear the file by March 19, 2026, upon payment.
Based on these findings, the CBI has charged Meena under:
- Section 7 of the Prevention of Corruption Act, 1988 (as amended in 2018), which deals with public servants obtaining or demanding undue advantage.
The case has been entrusted to Inspector Anup Ranjan of the CBI’s Anti-Corruption Branch for a full investigation.
