Rajasthan Government Employees Announce Statewide Agitation Over RGHS, Surrender Leave and Pending Demands

Jaipur: A major confrontation appears to be brewing between the Rajasthan Government and state employees after the अखिल राजस्थान राज्य कर्मचारी संयुक्त महासंघ (एकीकृत) announced a statewide agitation against what it termed the government’s “anti-employee policies” and prolonged neglect of long-pending demands.

In an emergency state-level meeting held at the Government Press Office in Jaipur on Monday, employee representatives from across Rajasthan resolved to launch a phased protest movement beginning May 20, warning the government that “mere assurances will no longer be accepted.”

The agitation is expected to intensify from May 25 onwards with a statewide daily work boycott if the government fails to respond positively to their demands.

Anger Over RGHS and Pending Employee Benefits

The strongest opposition emerged over recent statements regarding the possible transfer of the Rajasthan Government Health Scheme (RGHS) to a private insurance model. Employee leaders strongly criticised the proposal, claiming it would weaken healthcare access for government employees and pensioners.

Federation leaders demanded that the RGHS continue under the existing government-controlled framework and that OPD, IPD and medicine facilities remain available in all approved hospitals as before.

Another major issue triggering resentment is the continued withholding of surrender leave payments. Employee organisations accused the government of delaying legitimate financial dues despite repeated assurances.

Key Demands Raised by the Federation

The employee federation placed a comprehensive 25-point charter of demands before the government, including several financial and service-related issues pending for years.

The major demands include:

  • Restoration and continuation of RGHS without handing it over to private insurance companies.
  • Immediate release of pending surrender leave payments.
  • Relaxation of two years in experience and service conditions for promotions, in line with earlier budget announcements.
  • Regularisation of contractual and outsourced employees.
  • Implementation of pending financial benefits and employee welfare measures under the federation’s 25-point agenda.

Protest Schedule Finalised

The federation has announced a structured statewide agitation programme aimed at increasing pressure on the government.

As per the schedule:

  • On May 19, a final warning memorandum addressed to the Chief Minister will be submitted to the Chief Secretary under the leadership of the federation’s state president.
  • From May 20 onwards, district-level protests and memorandums will be organised across Rajasthan through collectors, heads of departments (HODs), and office heads.
  • Between May 25 and May 30, government employees across the state will boycott work daily from 12:30 PM to 1:30 PM.

The federation has warned that if the government still fails to address the demands, a massive statewide “Employee Awakening Yatra” and an indefinite agitation could be launched in the coming weeks.

Employee Leaders Display Unity

The emergency meeting witnessed participation from several senior employee leaders and district representatives from across Rajasthan. State President Gajendra Singh Rathore, along with leaders including Kuldeep Yadav, Vinod Sidhha, Sher Singh Yadav, Devendra Singh Naruka, Rajendra Sharma, Ajayveer Singh, Omprakash Chaudhary, and Suresh Chand Sharma, addressed the gathering.

Speakers repeatedly stressed organisational unity and warned that employees were prepared to intensify the movement if the government continued to ignore their concerns.

Pressure Mounts on Government

The announcement of a coordinated statewide agitation has increased pressure on the Rajasthan Government at a time when several departments are already dealing with administrative and financial challenges.

Observers believe the handling of the RGHS issue and employee welfare demands could become politically sensitive if the protests escalate into larger statewide demonstrations.

With the first phase of the agitation set to begin from May 20, all eyes are now on whether the government initiates dialogue with employee representatives or allows the confrontation to intensify further.
