CBI Books CCL Official for ₹29 Lakh Contract Fraud and Forgery in Bokaro

DHANBAD – The Central Bureau of Investigation (CBI) Anti-Corruption Branch (ACB), Dhanbad, has registered a First Information Report (FIR) against an employee of Central Coalfields Limited (CCL) for alleged criminal misconduct, forgery, and causing substantial financial loss to the company.

The Accused

The accused has been identified as Shri Birendra Hazam, a Category-I employee working in the GM Unit, Dhori Area of CCL, located in Bokaro.

Details of the Allegations

The case stems from a written complaint filed by Shri Pankaj Kumar, IRTS, Chief Vigilance Officer (CVO) of CCL, Ranchi, dated July 25, 2025.

According to the CBI’s FIR (RC 04(A)/2026-D), registered on March 20, 2026, Shri Hazam is accused of deliberately forging and altering Bills of Quantity (BOQ) and Comparative Statements. The complaint alleges that the bid values submitted by contractors were manipulated.

This manipulation allegedly resulted in the awarding of contracts at highly inflated rates, exceeding the legitimate amounts by ₹42,48,229.07.

Financial Loss to the Company

The FIR further states that following the award of these manipulated contracts, invoices were raised by the contractors at these inflated rates.

This resulted in an actual excess payment of ₹29,60,996.86. The CBI alleges that this action caused undue financial gain to the contractors and a corresponding wrongful loss to Central Coalfields Ltd.

Legal Action and Investigation

The CBI has registered a regular case against Shri Birendra Hazam and “unknown others” under the following sections of the law:

  • Section 7A of the Prevention of Corruption Act, 1988 (as amended in 2018).
  • Section 61(2) read with 336(3) of the Bhartiya Nyaya Sanhita (BNS), 2023 (dealing with criminal conspiracy and forgery/endangering life or personal safety of others).

The investigation of the case has been entrusted to Shri Vikash Kumar Pathak, Deputy Superintendent of Police, CBI, ACB, Dhanbad.

The FIR has been forwarded to the Special Judge for CBI Cases in Dhanbad for further judicial proceedings.
