Rajasthan Government Takes Digital Action to Curb Corruption in Tendering

Jaipur, Rajasthan – March 24, 2026: The Government of Rajasthan has taken a major step toward ending opaque tender practices by introducing a new digital procurement directive that mandates greater transparency in government contracts.

In efforts to eliminate past practices where “rate justifications” were hidden in sealed envelopes, making room for possible manipulation, the Rajasthan Finance Department has issued a new circular requiring all open tenders to publish detailed rate justification along with technical and financial bids on the Single Holistic Public Procurement (SHPP) portal.

Crackdown on Corruption in Tendering

The latest directive aims to dismantle long-standing collusion between contractors and officials that allegedly enabled distortions in tender pricing and award decisions. Under the new rule:

  • Contractors must upload rate justification details on the SHPP portal at the time of bid submission.
  • This information must be digitally recorded before the financial bid is opened.
  • Once digitally logged, the details cannot be altered later, preventing post-facto changes and back-dating.

According to officials, this change will ensure that bid evaluations are transparent from the start and that rate justifications are open to scrutiny, significantly reducing the potential for favoritism or hidden adjustments.

Mandatory Roll-Out and Compliance

The circular, signed by Rajan Vishal, Finance Budget Secretary, clearly directs all procuring entities to implement the requirement as soon as the digital provisions are available on the portal. Copies of the orders have been circulated to the Chief Minister’s office, principal engineers, and NIC officials to ensure uniform compliance across departments.

Officials emphasize that failure to comply with the new digital process will invite strict action, sending a clear message that tender transparency is now a priority.

A Broader Push for Digital Procurement

This initiative aligns with Rajasthan’s broader push toward digital governance, including existing e‑procurement portals like the State Public Procurement Portal (SPPP) and other online tendering systems that streamline access to government contracts and reduce manual interference. These systems already allow businesses and citizens to view bid notices, contract awards, and procurement information online to bolster accountability.

While the effectiveness of SHPP in curbing entrenched corrupt practices remains to be seen in the long term, authorities assert that this digital leap will make tendering processes more transparent, equitable, and trackable for bidders and the public alike.
