Jaipur: In a major embarrassment for the Rajasthan Public Service Commission (RPSC), the Special Operations Group (SOG) has arrested a serving employee of the commission for the first time in connection with a recruitment examination fraud involving a dummy candidate and alleged manipulation of official records.
The arrested employee has been identified as Man Singh Meena, a Upper Division Clerk (UDC) posted at RPSC, while the second accused, Rajesh Meena, had allegedly secured a government teaching job through fraudulent means in the Lecturer (History) Recruitment Examination-2022.
The case has once again raised serious concerns over the credibility and transparency of recruitment examinations conducted by RPSC, which has already faced repeated controversies over paper leaks, impersonation rackets, and organized examination fraud.
Dummy Candidate Appeared in Lecturer Recruitment Exam
According to Additional Director General (ADG) Vishal Bansal, accused Rajesh Meena, a resident of Karauli district, allegedly did not appear in the 2022 Lecturer Recruitment Examination himself. Instead, he reportedly arranged for a dummy candidate, identified as Ummed Singh, to impersonate him in the examination in exchange for money.
The fraudulent arrangement allegedly helped Rajesh Meena clear the examination and obtain appointment as a History lecturer in the education department.
However, once the SOG initiated investigations into irregularities linked to recruitment examinations, the impersonation racket began to unravel.

₹8 Lakh Bribe Demand to Alter Official Records
Investigators revealed that after sensing the possibility of exposure, Rajesh Meena allegedly contacted his acquaintance Man Singh Meena, who was working as a UDC within RPSC and also hailed from Karauli district.
Rajesh allegedly sought manipulation of official commission records to ensure that the impersonation fraud remained undetected during verification and scrutiny processes.
In return, Man Singh Meena allegedly demanded a bribe of ₹8 lakh for tampering with records and protecting the accused from legal action. According to the investigation, ₹2 lakh had already been paid in advance as part of the deal before the matter came under the scanner of the SOG.
SOG Tightens Crackdown on Recruitment Mafia
The SOG had registered the case in 2025 and has since been carrying out an extensive investigation into the recruitment fraud network.
Earlier in the probe, investigators had arrested dummy candidate Ummed Singh along with his associate Ramesh Bishnoi. Based on interrogation, digital evidence, and financial trails, investigators eventually traced the alleged conspiracy to individuals working inside the commission itself.
Officials say the latest arrests mark a significant breakthrough because this is reportedly the first instance where a serving RPSC employee has been directly arrested for involvement in recruitment fraud and record manipulation.

Serious Questions Over Examination Integrity
The latest development has intensified scrutiny on the functioning of RPSC, which conducts several prestigious state-level competitive examinations in Rajasthan.
Over the last few years, multiple examination scams involving paper leaks, dummy candidates, organized solver gangs, and bribery allegations have severely impacted public trust in the recruitment system.
Education experts and opposition leaders have repeatedly demanded stronger digital surveillance, biometric verification, and independent auditing mechanisms to prevent manipulation during recruitment processes.
The SOG is expected to continue interrogating the accused to identify whether more officials, middlemen, or candidates were involved in the larger network operating around competitive examinations in Rajasthan.
Investigation Continues
Officials indicated that more arrests may follow as investigators examine financial transactions, communication records, and internal commission documents connected to the case.
The scandal is likely to trigger renewed political debate over the security and credibility of government recruitment examinations in Rajasthan.
