CBI Registers FIR in ₹6.95 Crore Fraud Targeting Bank of India and UP Forest Corporation

LUCKNOW – The Central Bureau of Investigation (CBI), Anti-Corruption Branch (ACB), Lucknow, has registered a First Information Report (FIR) following a sophisticated fraud where ₹6.95 crore was siphoned from the Bank of India (BOI), Sadar Branch. The perpetrators allegedly used forged documents to impersonate officials from the Uttar Pradesh Forest Corporation (UPFC) to open a fraudulent account and divert public funds.

The FIR, registered on January 15, 2026, names two primary accused, Anees (alias Manish) and Deepak Sanjeev Suvarna, along with unknown public servants from both the bank and the UPFC.


The Elaborate Deception

According to the complaint filed by Anwar Jamal, Deputy Zonal Manager of Bank of India, the conspiracy began on December 18, 2025. Anees alias Manish allegedly visited the Sadar Branch, claiming that the UP Forest Corporation was interested in a bulk fixed deposit auction.

To build credibility, the Branch Manager was allegedly introduced to individuals at the UPFC office who appeared to confirm the upcoming auction. On December 20, 2025, the accused Deepak Sanjeev Suvarna presented himself at the branch as an authorized UPFC official. He provided a suite of forged documents, including:

  • A fabricated Board Resolution dated December 19, 2025.
  • Forged KYC documents and a copy of the UPFC’s PAN card.
  • A falsified GST Registration Certificate.

Relying on these documents, the bank opened a savings account in the name of “UP Forest Corporation” on December 22, 2025.


The Siphoning of Funds

On January 1, 2026, a genuine transfer of ₹64,82,21,365 was credited to the bank for the creation of a bulk Term Deposit Receipt (TDR). However, due to procedural constraints in processing the bulk deposit, the bank transferred the funds into the newly opened fraudulent savings account.

The following day, Suvarna requested the bank to split the amount, asking for a Fixed Deposit of roughly ₹6.82 crore and leaving ₹58 crore in the savings account. At the same time, he changed the registered mobile number to 9198067047 to gain full control over transaction alerts.

Between January 2 and January 5, 2026, the accused successfully transferred a total of ₹6.95 crore to six beneficiary accounts in Kolkata and New Delhi using fraudulent RTGS requests. The beneficiary entities identified include:

  • M/s World Foods Group (Kolkata)
  • M/s Maple Crest Life Sciences (New Delhi)
  • M/s Steel Mart India (Delhi)
  • M/s Save Tecno Infracon and Engineers (Kolkata)
  • M/s Ankraj Nirman Pvt. Ltd. (Kolkata)
  • M/s All Dream Destination Pvt. Ltd. (New Delhi)

Discovery of the Scam

The fraud was unmasked on January 5, 2026, when actual officers from the UP Forest Corporation visited the bank to inquire about a new bid. When the bank informed them that the Fixed Deposit Receipt had already been handed to “Deepak Sanjeev Suvarna,” the officials stated that no such employee existed.

By January 6, 2026, both Anees and Suvarna had switched off their mobile phones and vanished.


Legal Action and Investigation

The CBI has registered the case under several sections of the Bharatiya Nyaya Sanhita (BNS, 2023), including criminal conspiracy (Section 61), cheating (Section 318), forgery (Section 336), and criminal breach of trust (Section 316). Sections of the Prevention of Corruption Act have also been invoked to investigate the role of public servants who may have colluded with the fraudsters.

Inspector Piyush Verma has been appointed as the lead investigating officer for the case. The bank has also alerted the RTGS departments of various banks to freeze the suspiciously transferred funds.
