Expose Now Investigation: Rajasthan PHED’s ₹3.64 Crore ‘Hi-Tech Network’ Plan Stalls Amid Serious Planning Flaws

Jaipur: Rajasthan’s Public Health Engineering Department (PHED) has come under scrutiny after its ambitious ₹3.64 crore proposal to modernize the digital infrastructure of the department headquarters — Jal Bhawan — was exposed for major planning lapses and administrative negligence.

The project, aimed at transforming Jal Bhawan into a fully digital administrative hub, has now been deferred after the Finance Committee (FC) raised serious objections over incomplete technical planning and lack of clarity on essential infrastructure components.

The revelations have once again highlighted the poor condition of Rajasthan’s government IT infrastructure, where even critical departments continue to operate on outdated systems incapable of supporting modern governance requirements.

20-Year-Old Network Still Running PHED Headquarters

Sources in the department revealed that the existing Local Area Network (LAN) infrastructure at Jal Bhawan is nearly two decades old and functions on obsolete 10/100 Mbps technology, which officials themselves reportedly described as “junk-level infrastructure” in today’s digital era.

Due to the outdated system:

  • Video conferencing frequently fails or suffers severe interruptions.
  • E-governance services face operational hurdles.
  • Real-time SCADA-based monitoring systems struggle to function efficiently.
  • Internal connectivity remains slow and unstable.
  • Cybersecurity vulnerabilities have significantly increased.

Officials admitted that the current infrastructure is incapable of handling the growing digital workload of the department, particularly as government operations increasingly shift toward integrated online platforms and real-time monitoring systems.

₹3.64 Crore Upgrade Proposal Reaches Finance Committee

To address the deteriorating network infrastructure, the Chief Engineer (CE & AS), Jal Bhawan, submitted a proposal worth ₹3,64,57,356 for a comprehensive network overhaul.

The proposed upgrade included:

  • Installation of advanced core switches
  • Deployment of next-generation firewalls
  • New fiber-optic backbone infrastructure
  • Modernized networking architecture for Jal Bhawan

The proposal had already secured approvals from the Finance Department and the Department of Information Technology & Communication (DoIT&C), raising expectations that the long-pending modernization project would finally move ahead.

However, once the Finance Committee conducted a detailed examination of the proposal, several critical gaps emerged.

Finance Committee Flags Serious Planning Deficiencies

According to sources familiar with the proceedings, the Finance Committee expressed strong displeasure over what it described as an “incomplete and poorly prepared” project report.

Despite the massive budget allocation, the proposal reportedly failed to address some of the most fundamental operational requirements of a modern digital office.

Key Questions Raised by the Committee

The committee reportedly questioned:

  • How much expenditure would be incurred on landline and broadband integration?
  • Whether internet-based IP Phones would function on the proposed network architecture?
  • Whether the system had been designed keeping future communication requirements in mind?
  • Why compatibility details for modern office communication systems were missing?

Officials were unable to provide satisfactory answers during the review process, exposing what committee members allegedly viewed as inadequate preparation and lack of technical foresight.

Approval Denied, Proposal Deferred

Following the review, the Finance Committee refused to grant Administrative and Financial (A&F) approval to the project and deferred the proposal until further orders.

The Chief Engineer (CE & AS), Jaipur, has now been instructed to submit a revised and upgraded proposal incorporating:

  • Detailed landline expenditure estimates
  • Broadband integration planning
  • IP phone compatibility specifications
  • Future-ready digital communication requirements
  • Updated infrastructure standards based on present-day operational needs

Officials have also been directed to ensure that the revised proposal reflects actual departmental requirements rather than becoming merely a budget utilization exercise.

Digital Governance Claims Face Ground Reality Test

The controversy has sparked wider questions about the state government’s digital governance preparedness, especially in departments handling critical public utilities such as drinking water management.

Ironically, while the state promotes smart governance and real-time monitoring systems, the PHED headquarters itself continues to function on infrastructure incapable of supporting basic digital communication efficiently.

With Rajasthan already facing multiple water management challenges, delays in modernizing PHED’s central operations could further impact coordination, monitoring efficiency, and emergency response mechanisms.

For now, Jal Bhawan’s much-publicized transition toward becoming a “Hi-Tech Digital Headquarters” remains trapped in paperwork, technical gaps, and administrative delays.
