Jaipur: A fresh controversy has erupted in Rajasthan’s Public Health Engineering Department (PHED) after contractors accused the state government of reneging on major financial commitments made during negotiations to end their protest over pending payments under the Jal Jeevan Mission (JJM).

According to contractors associated with the agitation, promises made during the April 22 settlement meeting with PHED Minister Kanhaiya Lal Choudhary have failed to materialize, while new administrative restrictions have now been imposed on contractors entering Jal Bhawan, the department’s headquarters in Jaipur.

The issue has triggered strong resentment among contractors, many of whom claim that the government used assurances of massive payments merely to defuse the growing agitation without any concrete financial planning.

Payment Deadlines Missed Despite Ministerial Assurances

During the April 22 meeting held in the presence of senior PHED engineers and departmental officials, the government allegedly assured contractors that pending dues would be cleared in phases.

As per the commitments discussed during the negotiations:

  • ₹300 crore was to be released by April 24, 2026.
  • ₹1,500 crore was promised by May 5, 2026.
  • The entire pending amount of nearly ₹2,500 crore, along with resolution of contractors’ demands, was expected by May 15, 2026.

However, contractors claim that even the first phase of payments has not been fully cleared, while no clear budgetary allocation has been announced for the remaining dues.

Several contractors allege that the state government currently lacks sufficient budgetary provisions for clearing pending JJM liabilities and is heavily dependent on financial support from the Central Government or external institutional borrowing through agencies such as HUDCO.

Allegations That Strike Was Strategically Neutralized

Contractor groups are now openly questioning whether the settlement was designed primarily to dismantle the protest movement rather than genuinely resolve financial grievances.

According to sources linked to the agitation, the government moved quickly to hold negotiations as demonstrations outside Jal Bhawan intensified. Large payment assurances allegedly helped weaken the unity of protesting contractors, leading to the suspension of the agitation.

Some contractors have further alleged that a section of influential contractors close to political leadership played a strategic role in ending the strike for their own future benefits. They claim that while ordinary contractors continue struggling with delayed payments and mounting liabilities, a select group gained political access and influence through the negotiations.

The developments have deepened mistrust between contractors and the PHED administration, particularly among firms involved in Jal Jeevan Mission projects across Rajasthan.

Restrictions Imposed at Jal Bhawan

Adding to contractors’ anger, the PHED administration has now introduced stricter entry restrictions at Jal Bhawan.

Under the new directives, contractors reportedly cannot enter the premises without prior permission. Restrictions have also been imposed on demonstrations, protests, and gatherings outside the departmental headquarters.

Contractors argue that instead of addressing pending dues and implementation issues, the department is attempting to suppress dissent and prevent further protests.

The restrictions have sparked criticism from contractor associations, who say that the government is avoiding accountability at a time when thousands of crores in payments remain pending under water supply and infrastructure projects.

Growing Pressure on Rajasthan Government

The controversy comes amid increasing scrutiny of Rajasthan’s Jal Jeevan Mission projects, which have already been linked to multiple allegations involving tender irregularities, delayed payments, fake billing, and corruption investigations.

Delayed contractor payments have also affected the pace of ongoing water supply projects in several districts, with many contractors warning that continued financial uncertainty could severely impact project execution during the peak summer season.

Political observers believe that if payment delays continue and tensions escalate further, the government may once again face coordinated protests from PHED contractors across the state.
